Getting admitted to a Dutch university can be challenging, but it really depends on the course you choose.
For a bachelor’s, you need a high school diploma (Esame di Stato), and for a master’s, a bachelor’s degree.
Often, universities also ask for other documents: motivation letter, essay, CV, interviews, or entrance tests. Prepare well!
