What is a BSN and how to get one?

A BSN (Burgerservicenummer) is basically the Dutch equivalent of the Italian codice fiscale. It is your personal identification number in the Netherlands and you will need it for many practical and administrative matters. Without a BSN, it is difficult to fully settle into life in the Netherlands.

 

What can’t you do without a BSN?

Open a bank account
Banks require a BSN for identification and to comply with Dutch tax regulations. Without a Dutch bank account, it can also be difficult to receive your salary, student finance or other payments.

Work legally
Your employer needs your BSN to register you correctly with the Dutch tax authorities. Working without the required registration is not legal.
If you are self-employed, your BSN is also important for your tax administration and may be requested by clients or other organisations.

Apply for student finance (DUO)
If you are eligible for Dutch student finance (studiefinanciering) or a student travel product, you will generally need a BSN to arrange this through DUO.

Get a DigiD
DigiD is the Dutch digital identification system used to access many government services online. You need a BSN to apply for a DigiD.
You will use DigiD for services such as DUO, the Dutch Tax Administration (Belastingdienst) and other government services.

Apply for certain government benefits
A BSN is required when applying for various government benefits and allowances, such as housing allowance (huurtoeslag) and healthcare allowance (zorgtoeslag).

 

How do you get a BSN in the Netherlands?

If you are going to live in the Netherlands for more than four months, you normally need to register with the municipality (gemeente) where you live. Once you have found a room or studio, you can make an appointment to register through your municipality’s website.

For your registration appointment, you will generally need:

  • Your passport or ID card
  • Proof of enrolment at your university or educational institution
  • Your rental contract or proof of address
  • In some cases, your birth certificate

The exact documents can differ between municipalities, so always check the website of your municipality before your appointment.

Many universities organise registration sessions during the introduction weeks before the start of the academic year, especially for international students. If your university offers this service, make use of it — it can make the process much easier for both you and the municipality.

What if you have short-stay accommodation where you cannot register?

If you are staying in the Netherlands for less than four months and your accommodation does not allow you to register at the address, you can still apply for a BSN.

In this case, you can register as a non-resident (niet-ingezetene) at one of the designated municipalities in the Netherlands. During this registration, your details are entered into the Non-Residents Records Database (RNI), and you receive your BSN.

This is intended as a temporary solution. If you decide to stay in the Netherlands for more than four months, you are required to register as a resident with the municipality where you live.

Always check the latest requirements with the municipality before making an appointment, as the documents and procedure can vary.
